I tried 3 editing programs. I have a HQ 'raw' file and I want to save it to PAL 1400kbps
However, I can only select

PAL 700KBPS
or
NTSC 700KBPS
NTSC 1400KBPS

Any idea why I can't save to PAL 1400kbps?
