Pass trading sites have been around since the net started, most people that run programs/whatnot these days started running this sites back then as well.
If worked right you can seed the sites with fake members areas and upsell your paysite, tons of program owners are still doing this method today, as the traffic converts.
Good luck shutting them down, there are tons upon tons of the sites and their like out there. Also on a side note take a look at the paysites that allow those sites to sell them as advertising. The same ones that have been allowing it since early 2001.
