Even my son knows if someone pokes him in the eye its not ok to poke them back.. its funny that some adults cant figure out that concept ( hint hint )..

If the neighbours kid poked my kid in the eye, did it repeatedly, and told my kid that he will continue to poke my kid in the eye until he moved off of the block, to answer your question, yes.
