I can't believe anyone is so retarded to make such silly comments. There is a serious lack of education somewhere.
Mr Annan takes instructions from UN members. He is not a rolling cannon with a mouth. He is directed to make policy statements on behalf of the UN and is the person who states the "official position" of the UN.
That is the function of the Secretary General.
