We've already solved this problem. The Hun can close submissions. He can list only friend's galleries. He can list only paid galleries. He can list only his own galleries.
He can do lots of things.
He can't DDOS people who crappy galleries (or even galleries designed to STEAL CHEAT and hurt the hun's bookmarks) any more than he could drive to their house and firebomb them or break their legs.
