Now Sleazy is right, and laws vary around the world, but this ones pretty universal I think.. For fraud there usually has to be monetary damage. Can you prove monetary damage from what this guy is doing? Breaking your rules doesn't count as fraud. If by breaking your rules he cost you $X amount of dollars, and you can prove it, then you're looking at some good fraud.
However, just because you can't punish him legally with a fraud charge, doesn't mean you take the law into your own hands.
Anyway, I'm done.. No use arguing anymore once both sides have made their points. But you really should take my warning seriously - do this to the wrong person and you could be in a world of hurt.. And I'm not talking img src retaliation, I'm talking legal. You ARE vulnerable. Just like the cheaters, you might think you are not, but you certainly are.
