It's "kinda" possible, if you use the IP whois from ARIN.

1. you have to know the IPs that are assigned within Texas
2. The ISPs that took those assignments have to have
assigned them with in Texas.

You can do an IP to location in the USA with a 70% chance of being in the right state.
