I think they like companies like Amazon that have a big budget and get alot of clicks when people do a search, they say if you generate alot of clicks your cpc goes down, but the formulas they use are mysterious

I have been using Adwords for a long time, and they have never changed my CPC bid. I would think if they did that would be pretty shady. The only thing they have ever done is recommend higher daily budgets to get more impressions.
They whole strategy for Adwords is pricing your max. click bid right for your keywords, if Adwords were to change them for you, I think that would piss off a hell of a lot of people.
You might want to make sure you are setting your Max bid correctly, because I don't think they can or will go over that.
