Its because his giftcard is a prepaid thing. Not attached to his address, he isn't going to receive monthly bills for it. Its basically a debit card, not a credit card. Anyone can buy prepaid cards easily, and anonymously. I see them at gas stations all the time.

Whats to keep someone from buying a prepaid card with cash at a gas station, opening up an epassporte account and defrauding a bunch of people? It wouldn't be attached him him by a credit card because that card is prepaid and he paid with cash. Kind of the same reason why criminals like to use prepaid tracfones that they paid for in cash.
