I suspect that unexplained UFOs have a much more worldly explanation than the alien conspiracy allows for. Top secret test aircraft, weapons systems, whatever. These are more realistic explanations than, extraterrestrial life visiting us. Do you think any government would step up and say "Oh sorry Mexico, we were tailing your fighter jets with a highly experimental radio controlled weapons delivery system that can travel at 50x the speed of sound, silently and unnoticeable to your radar" I doubt it...
