Sites like youtube, myspace, wiki, craigslist etc etc. But its part of their NORMAL operation that makes this happen, for their site, its NATURAL. There is NO LIMIT to how many links OR pages you can add to a site every day. Its totally unique to each website, and more about consistency then a set amount.
Its more about the big picture then any one factor, and what you want is natural site development.
The only real answer is it depends.
There is probably 100 more I could ask, or would think about. Like I said, it depends.

NATURAL for their site, but I bet alot of this stuff is Google doing manual tweaking to let some sites get away with it, and the rest of us end up sandboxed or penalized if we have a rapid successful site that google can't understand why... ie. if you do off internet advertising or get alot of stumble traffic and google sees a forum grow really fast that they have not been sending google se traffic too, they tend to err on the penalize side.... and I hate them because of that bullshit.
