First part clears him of being one of those that created the Klan. The next part reads "participated in or directed any
actions of the Klan"
"Actions" being those violent acts he was accused of that led to the initial investigation.
It dident say he wasent a member.
Maybe you should learn what the Klan was to begin with, before you try and educate people in US history. The Klan started out as a organization opposing the reconstruction era in the South. It later turned violent. At that time Nathan Bedford Forrest was one of those that tried to disband the klan, since it had become something else than what it was intended for.
