PR is supposed to show HOW IMPORTANT the page is, and its partially judged by the inbound links, and I believe also by the OUT bound. what they point to, and the qaulity of the site they point to.
Really there is no good reason to hot link, as you are at the mercy of the other site on what they do with an image.
