Why don't more programs have these nifty promo rotators that rotate through episodes on the tour and switch out on either every load or daily rotate? example

I log in to some programs and its very nice, very modern promo - some you log in and all they have is hosted galleries and banners. Wake up program owners, affiliates need promo rotators not 6 millions galleries and a flock of banners that wont get clicks...
props to those programs who DO have them and shame on those who dont...
i am looking for more programs with rotators...
