http://PhantomFlicks.com has a very inexpensive solution for VOD that you can use with your own biller using a token system or as a shopping cart system with CCBill. I personally use WordPress as a CMS for one of my sites and integrated PhantomFlicks as the VOD script and I think it came out great.
