I would mix Bushes Policies with Obama's towards the issue.

A policy of removing arms from terrorists or radicals is important, maybe not killing them is the answer but disarming them. Which is a series of policies itself.
1: Combat the sales of arms.
Disabling the arms dealers or preventing arms dealers from selling weaponry to non governmental organizations.
2: Slow the purchase of oil.
Would force the leaders of Oil rich nations to tighten thier belts on the pet projects of funding terrorist organizations.
It would be important that Arms dealers understand that it won't be tolorated by any government within the UN to sell weapons to non representives of a standing government agency or organization. As it currently stands some nations even within the UN sell arms to the highest bidders so... This stickler require's absolute participation of UN nations. While to engage rogue nations that create arms and sell them to terrorist organizations. N Korea for example. That Must stop with a policy of blocking the trade of arms of rogue nations.
I have no doubts that a good Majority of Palestinians and Isreali's wish to stop the violence.
I think thats pretty evident by now and the answer resides in a proper two state plan being coupled with the detouring of arms sales world wide. It's true I think Isreal needs to concede some land from the 6 Day war, but a full restoration of the 1946 borders is out of the question while at the same time is not the aim of Hama's and the countries that support Hamas. Those entities call for the full removal of Isreal altogether. The 46 borders make Isreal even more vulnerable to aggression in the future and is unworkable by the Isreali Knesset so the only answer is a two state solution as proposed by the Bush Administration which the Isreali government did agree to assuming that cessation of rocket fire occured ( Which did not happen infact rocket fire increased ). But that solution needs to be followed by Isreal and Palestine of which both are non inclined to do while at the same time pressure must be placed on the shipment of arms reaching Terrorist organizations in the theater.
Isreali citizens definatly have issue with the two state solution as it does call for settlements to be removed but either way Isreal needs to do that in order to give the two state solution any validity to the Islamic world. Doing so would possibly appease moderate Islamic nations and place more pressure on those within the moderate stream to slow the funding of terrorist organizations.
Anyways I am not an expert on Middle Eastern issues I am a pornographer but from what I understand there is alot of disunity in the world that is contributing the over all problem within Palestine and Isreal.
