I don't think they are approaching Iraq any differently than it was going to wrap up. It was already winding down. I saw something the other day talking about how many troops will remain in Iraq after the "pull out" and it's still going to be like 50,000... they will be classified as "noncombat" but I'm sure there will be plenty of combat troops simply renamed.
