I think it's more of putting trust into regular surfers...
For example, you've been actively using PH for years as a surfer, liked it because there was very minimal bad links with shit programs and virus'. Sure you could report them and they probably got removed quickly, but now the new systems in, and you notice you get the same galleries, just in the trusted PH format, meaning you won't get fucked over... You buy more.

Just an FYI, he's in it for profit, not making sure a surfer gets off... So obviously he's gonna do what makes him more... You would too.
