When you hear about a "friend of a friend" carrying around several thousand dollars in cash, what is the first thing you think? You think drug dealer. Why? The thought process is "why else would someone carry around that much cash?"
Now I know many people that carry around hundreds of dollars in cash at any given moment. It's just what they do. They want to have cash on hand if they need something.
Having cash on hand is not proof of illegal activity. Suspicious? Maybe. But you need more than suspicions to harass someone, cuff them, and be a total pain in their ass.
This isn't Bush's fault or Obama's (he just took office for Christ sakes), this is a gradual progression that has happened over the decades because people are needlessly afraid of everything that they don't understand. So they pressure the representatives to do something about it. The representatives create laws to make their constituents happy. And then we get this. Too many laws and programs expecting the worst out of everyone... it's a shame.
