Yeah, if you are trying hard enough to keep retention, just bust and pay the extra few bucks in bandwidth to keep your members longer. I`d suggest hosting this site at a very cheap ISP such as
www.cobaltweb.com or some sort of 'data' center in order to keep bandwidth down. You said its only pics... it`d take 1000 members visiting daily to make it cost you too much.
