There are many ways to do this and many of them will give you mediocre quality WMVs. If you want the best quality with WMVs that look closest to the VOBs here is my method:

DVD Decrypter or other app --> makes usually four VOBs on your hdd --> import them into DVD2AVI --> outputs lots of VERY large, very high resolution DV AVI files on your hard drive + one wav file for the DVD's audio --> import AVIs and wav into an editing app like Premiere Pro or Vegas so you can add disclaimer, logos, edit for content or to fade out between DVD scenes cleanly etc if you desire -> output to one DV AVI -> then import that edited DV AVI into your preferred WMV encoding app like Videocharge or Sorenson Squeeze and encode to WMV.
