i don't think any of that gives a cop the right to beat an unarmed civilian who didn't provoke any violence who's way smaller with a billy club.
that cop should loose his job.
idiot or not, she was demonstrating non violent resistance in that photo. the cop has something called the power of arrest- arrest her for fucks sake - no need to BEAT her when she's not commiting any violence. drag her away - ok.
