In the US, the law requiring warning pages - COPA, was ruled unconstitutional and therefore warning pages arent necessary. Its smart to have one but not required. Also, keep in mind that a warning page has no legal significance unless its a click thru contract.

Better than a warning page, use a click thru terms of service, it can save you a lot of hassles and effort. However you will need a lawyer to draft it properly.
