I am not sure about budget part. The intention is to generate traffic without spending much money otherwise why bother, why not buy ad spots on tgps and tube sites

The quality traffic is getting hard.You may build daily some blogs and redirect the traffic to your main shit.In few months may have a blog network with about 3000 uv SE traffic.
Maybe it`s not huge traffic , but it`s quality shit and after the payment will came you can reinvest in shitload.
