A) having your affiliate program redesigned shouldnt cost you anywhere near thousands it should be a couple hundred at most, go to a place like themeforest then get an idea for what "style" you are looking for, then take that style to someone like s2odesigns he's good and affordable, if you are picky like me use a tool like hotgloo.com to build a wire frame of what you really want with spots for everything.

Hiring an affiliate manager would be the case only if you have a specific measurable financial gain from you spending your time doing something else, so you would have to weigh the value to your company of having a sales person selling your sites in B2B deals.
If you did decide to, then you would want to have a very defined role for this person lay out a specific daily job overview a list of weekly and monthly tasks, as well as a specific sales increase goal that you need to achieve to pay that persons salary.

Best advice for running and affiliate program, track everything. Layout all your numbers know what your costs profits are on every line item you have, then give yourself a reasonable salary and reinvest the rest into growth strategies either with a traffic acquisition strategy like buying traffic yourself, or by doing promos or gifts for your big affiliates.

To increase promotion to those sites, hit up the biggest sites in the niche yourself get them set up with better payouts and get custom promo tools made (again by someone like s2odesigns "I just love his work in case your wondering why 2 references") give them the tools pre them signing up and get them on board to push you harder, give them tiered payouts that increase as they increase their promotion.
