It seems this guy has a long criminal record spanning many states and was on bail release for sexual assault of a minor and assaulting another police officer. It was also noted that he had a history of mental illness as well.
Sometimes it's not always whats wrong with people, but partly whats wrong with the system that either turns them away or sets them free upon the public...
