Maybe you should differ the prices based on how many outgoing links the PR4 site has.
What I'm saying is a hard link to your site from a PR4 site that has 10 links is more useful to you than a hard link to your site from a PR4 site that has 1,000 links.
You will get a better PR boost if a site has high PR and few links on it.
