In privately owned companies ppl do whatever they want, but its prohibited (totally) in hospitals, schools and similar. In some cases you are not paid for your smoking pauses, and in some cases you are simply not allowed to smoke during business hours.
Quite frankly its better to do what junkies do - hide and then enjoy the puff. This is the reason I love spain so much - there is still some freedom left, not meaning the freedom of smoking wherever I want to, but rather free from prejudice.
