The law no longer cares about primary or secondary producers when it comes to who has to maintain the records. Both are now required to have the same docs and IDs. And a watermark isnt going to make a difference.

Exhibit A: This holds true unless you are a content thief. Then you get away with it. Steal all you want, doesn't matter if it's compliant or not. The hosting companies will host for you and some of the billing companies will process for you. No one cares. It's the wild west for porn these days, and until the "law" everyone speaks of is actually put to good use, nothing will change.
Exhibit B: Even though the USA wants to be the world police, US law only applies to US citizens. Of course, unless you are a terrorist, then they will snatch you while you sleep in your cave in the middle of Afghanistan, and hold you without charge, indefinitely. Regardless of who hosts where, the USA is simply not going to extradite foreign nationals so they can check their 2257 records. It's simply not going to happen. Ever. To take it a step further, they are not going to hassle US citizens living abroad over this, when there are 1000s and 1000s of sitting ducks right in their own back yard.
Exhibit C: Those living in the USA need to get in line and play by the rules, or you may get fucked up when you least expect it. Unless you're a content pirate.
