I'm betting that there are laws separating the data between those various agencies. For example, I know that the IRS operates separately from other federal agencies and cannot freely share information. I have a retired IRS agent in the family and he has told stories of trying to bust criminals (career drug dealers/distributors) from an IRS standpoint, but never could because their paper work was squeaky clean... and they could not report these criminals to the FBI because it was against their charter.
