Okay, now this doesn't make sense on a whole different level. Primarily it is not a real sentence.
Let's break it down. I'm assuming you are missing a period in the middle.
So it should read:
"Because Roosevelt who was the one who signed into "law". " - Okay, great, Roosevelt signed something into law. Got that much.
Then:
"The WAR did that and it caused controversy. So they pass the baton. On to the next one..." I assume this means that the WAR was the cause of the controversy, but maybe the WAR was the cause of him signing whatever it was that he signed into law. He then passed the baton. However, he would have passed the baton anyway to the next president, so maybe I am missing something here.
And I'm not sure how Jay-Z got involved in all of this
