You are mistaken and must be thinking of something else. See here for details that clearly state it must be purchased outside Japan:

It really saves you several hundreds of dollars if you plan on visiting more than one other city from Tokyo. But only activate the pass when you intend to start travelling as it is only good for consecutive days and so don't waste it while still in Tokyo kinda thing.
