It's just hypothetical. I'm not actually questioning your hearing.
But would you expect Taco Bell and every other retailer to train their employees in sign language? It doesn't sound like it. Sounds to me like you would make-do, like your Japan reference. Just like I have done many times in Germany, Mexico, Saudi Arabia, etc... and times when I've lost my voice altogether.
The world is diverse. The "speak English or get out" rhetoric is old and tired.
