The horrendously slow internet in South Africa is enough of a ban against pornography. There is no way you can download HD movies, or watch streaming HD on the internet there. Never mind that most of the population doesn't even have a computer and is lucky if they have enough money to pay their electricity bill.
That minister probably has some sort of scandal that he is trying to get people to ignore.
