Of course not. But they CAN monitor very closely the sites that seem to be problematic, such as these. It is better than sticking their head in the sand and claiming they are unable (more like unwilling) to look into it. It means more work, but that is what it takes. If you're not up to the task then maybe it's time they find a new line of work outside of adult.
