Someone linked me this site:
http://www.usich.gov/ which is talking about a new proposed program for eliminating the homeless problem. Essentially anyone is going to get free housing, free food stamps, free welfare... very NOT cool with me... This just brings about a dependency on the system and costs tax payers a lot of cash.
So here's what I propose. In order to continue to get government handouts, you have to work for it. All the money the city and state governments spend on ground's maintenance, "beautification", etc... that can all be done via this program...
Not only that but the city/state could choose to hire people right out of these programs. Here's incentive for everyone on these programs. Do well and you'll get a full time job, benefits, and more pay.
The amount of hours required could be adjusted according to how much money they're receiving.
This automatically qualifies everyone for all the same programs, provides incentives to get OFF the programs, AND allows the city and state governments to recoop MUCH of the expense of these handouts...
I'm willing to hear any feedback negative or positive on this. I really believe this would be a huge step in the right direction, a win/win for sure.
