a few do exist, i know it from eastern germany. after the reunion many younger people moved away and cities shrunk. the place where i lived for a while for example went from almost 80,000 people in 1989 to about 55,000 today. a few years ago they started tearing down empty apartment complexes in the suburbs to avoid these places becoming ghettos.
and: over here it's much much more difficult to get a mortgage and in general renting is more popular than buying. mostly because buying is not so easy i guess.
