HPV can cause cervical cancer but I think the varieties of HPV that cause cervical cancer are not the same as the wart-causing kinds which are also HPV, but mostly external.
Like almost every single woman my age I know, I have had pre-cancerous cells on my cervix and biopsies that they said were "consistent with hpv" but there were not any warts on my cervix (and none on any of my friends' cervix either - it's not something you can see by looking with the naked eye at someone's cervix the way bumpy warts would be).
Now years later I tested negative for the types of HPV they test for (the cancer-causing ones); they say that your body fights it off.
Long story short: all genital warts are HPV, but not all HPV are genital warts.
