He didn't really break that promise. He did a lot of backpedaling and left open a lot of loopholes. I think after a while he realized it wasn't realistic and needed to cool off. However, most people did not pay attention to what else was being said and just heard "bring home our troops" and clung onto that. When in reality, his plan wasn't really any different than what Bush had planned.
Iraq is simmering down, which he said. Afghanistan is picking up, which he said.
