The most I would be likely to do is to leave their content up and use it to promote someone else. My reasoning would be that by not paying me I'm getting my money back. Sue me. If it were real bad I might find the owners and begin posting their information along with how they ripped people off on sites like ripoffreport.com. I wouldn't do something like this in a case where they genuinely cannot pay, but more for when they do something like shut down the program and keep my rebills while basically telling me "Fuck you!"

A lot of people *could* do Black Hat type stuff but those who actually would aren't going to talk about it. They'll just do it. I wouldn't. There are other ways that more effective in my opinion. I'd rather fix it so that the owner cannot start another program again or so that when people in their town Google their name they see what a fraud they are. Far more effective than making them lose their SEO or forcing them to restore a server from backups. Not to mention it's a bit more civilized.
