first of all i would still use separate cams for pictures and videos - lenses and electronics are specialized for each task.

i recently bought my mum the Sony DSC-HX1 as picture camera - pretty good results for the money and absolutely enough for shooting content unless you are Dean Capture ;)

for video i don't know, but i would take something that records in raw mpeg2 - not like mostly all consumer cams who already encode to h264 and therefore already dump picture information

maybe a sony fx7 - not the latest model but still a very good cam. and big lenses are always better for low light shooting
