Maybe I need to research my Japanese a little better... I was told it more refered to the manga/anime character... she was actually the one who came up with the word !
I guess it's like a girl dressing up as a schoolgirl, if peoples mind associate that with a young girl (as in illegal) maybe it's their imagination at fault... we havent tried to sell her as a pre teen in any way ! As you say, you can clearly see she isnt illegal !
