It's entirely possible that SKNA did not require the Virtual Visa balances to be 100% funded by deposits with SKNA. After all, every ePassporte user has a daily ATM withdrawal / POS purchase limit. It's likely there would be a daily reconciliation between United and ePassporte's account with SKNA. This also makes sense in light of the fact that daily limits were reduced a few weeks ago. Of course this is pure speculation.
