If you're building crap sites with little or no content sure. If you have an MFA with dynamically generated content, or you're trying some arbitrage scheme with a low quality site, you'll probably get axed. Simple fix is to HAVE ACTUAL QUALITY CONTENT. Give Google what they want, high quality, informative content. There's no reason that as a publisher you can't target your content towards higher paying terms.
