Side note, I'm going to be the first to say that the guy didn't actually throw the dog into traffic, rather it was more or less an accident that was blamed on him.

It is called resisting arrest. There are no accidents when you are fighting with a cop. You hurt/kill the cop, be prepared to face the consequences.
