Now it's Russia. Out of the 3 that's the safest bet. The police will crack heads long before the fans arrive and they have so much money who cares if they build stadium in places that will never fill them after 2018.
Look where England planned to build 2 stadiums. Plymouth and Milton Keynes. So in the season 2018/2019 home grounds for Plymouth Argyle and Milton Keynes Dons. For Americans they don't announce the names of teams there. They announce the names of the crowd it's so small.
