No, he's not. His point only holds true if this company was brand new and these were their starting rates. What their end proc fee is, or how high risk their proc is -- is not a reason to raise rates. Because the question is, why now? It's not like they woke up last week and suddenly realized their business was high risk and their proc fees were high. This is something they would have known from day one. So it doesn't warrant the sudden increase in fees out of no where.
