You got it wrong. The PSD grid is for a designer to open up Photoshop, and actually design the page. The PSD grid helps make sure the design is symmetrical, fits into various resolutions nicely, etc.

From there, you chop up the PSD design, and stick it into CSS. Not sure what "CSS grid" you're talking about, but I doubt it has anything to do with the PSD one.
