The moment a nuclear device goes off, it changes everything - and changes the rules drastically. The gloves would come off. After 9/11 we invaded Afghanistan and took out their entire government. What do you think we would do if ten thousand Americans got killed in a single attack? One hundred thousand?
You know... We have low yield nukes too, just small enough to take out a small city.
