Ditto what others have said - happens all the time.
As for punishment - sure, there may be a law the DA could use to prosecute her, but don't count on it going anywhere. Even if the authorities do take action, it will likely just be for show and let the case drop. But even, in those rare instances, a false rape accuser actually is convicted, she'll likely get little more than community service, and, maybe, a small fine.
Civil action against the false rape accuser is an option, but could potentially backfire - she could counter-sue for being raped and possibly prevail (civil and criminal cases are separate; ie. OJ Simpson was acquitted of murder and lost in a civil court suit). More to the point, very often such people have few, if any, any attachable assets; judgment proof.
As for who ultimately pays the price are women who truly are raped - many people just assume they're lying too and have no sympathy for their plight - who can blame them when so many rape accusations are false and the authorities seemingly don't care and do nothing.
